Business Incentives & Assistance Programs

The City of Ontario is committed to supporting business growth through a range of incentives and assistance programs. These initiatives are designed to reduce startup costs, encourage investment, and strengthen Ontario’s commercial landscape.

At this time, available programs are focused on Downtown Ontario as part of a targeted effort to revitalize the historic core. Incentives include forgivable loans, equipment rebates, and other forms of support for independently owned and regional food and beverage businesses.

Downtown Business Assistance Loan Program

The Downtown Ontario Business Assistance Loan Program offers forgivable loans of up to $150,000 to help food and beverage businesses open new locations along Euclid Avenue. This program supports start-up costs like equipment, furniture, and permits to encourage revitalization in the heart of Downtown.


Downtown Retail Pop-up Program

The Downtown Ontario Retail Pop-Up Program aligns with the City's commitment to promoting Downtown Ontario's vibrancy. It serves as a gateway for small business owners and local entrepreneurs to expand without start-up costs. Complementing existing downtown initiatives, the program is part of the City's broader strategy, which involves substantial investments in property acquisitions, infrastructure improvements, and redevelopment projects.


Downtown Restaurant Equipment Loan Program

The Downtown Restaurant Equipment Loan Program was established to promote the growth of Downtown Ontario and support local businesses by filling vacant commercial spaces with sustainable options. We are looking to attract small, independent restaurants, wineries, craft breweries, eateries, and distilleries to the Downtown area.


Downtown Storefront Façade Improvement Program

The City of Ontario, in its continuing effort to support the revitalization of the Historic Downtown Area, created the Downtown Façade Improvement Program for businesses within the designated program area. The Program is intended to facilitate commercial revitalization, preserve the Historic Downtown Area, stimulate private investment, and beautify the commercial corridors by creating a pedestrian-friendly and aesthetically pleasing environment for residents, visitors, and tourists.

While the City’s direct financial assistance is currently limited to the Downtown area, additional opportunities may be available through our regional and state partners.
